|
01. Served the
Bangladesh Navy as an Education Officer from
9.2.1976 to 30.12.1980. Duties were training,
education, teaching, administration and
coordination.
02. Served the Bangladesh National Museum, Dhaka, as
an Assistant Director /Senior Administrative Officer
from 31.12.1980 to 30.9.1989. Duties were training,
education, and administration.
03. Served the Institute of the Postgraduate Studies
in Agriculture (IPSA), Salna, Gazipur, as Deputy
Director (Administration)/Deputy Registrar, from 1
October 1989 to 10 October 1995. Duties were
training, education and administration.
04. Serving as the Registrar of the Bangabandhu
Sheikh Mujibur Rahman Agricultural University (BSMRAU),
formerly Institute of Postgraduate Studies in
Agriculture (IPSA) since 11 October 1995. IPSA was
an outcome of a Tripartite Agreement among the
Governments of the USA, Japan and Bangladesh and
established by the Act No.1 of 1994 of the
Parliament. By the BSMRAU Act 1998, IPSA was
reconstructed as the BSMRAU with a view to
disseminate higher education in agriculture and for
imparting advanced education, research and
innovation and transfer of technology in agriculture
and subjects related thereto. With ultra-modern well
equipped laboratories, computer centers, libraries,
modern farms, dormitories, physical infra-structures
and other advanced facilities for all relevant
research, education, and administration, it has been
promoted as a Regional Center of Excellence (COE)
for improved training, postgraduate education,
research, outreach activities and technical
innovation.
The chief academic and executive head of BSMRAU is
the Vice Chancellor appointed for four years by the
Chancellor (President of Bangladesh). The
authorities of BSMRAU are, the Syndicate, the
Academic Council, the Board of Studies, the Finance
Committee, the Planning and Development Committee,
the Curriculum Committee, the Discipline Committee,
and the Recruitment Committees.
In harmony with catering for such wide range of
activities, as the Registrar being a senior
residential administrator of the University, I have
successfully been performing the following charter
of duties:
(a) Act as the custodian of all documents, general
seal and all other property vested on me by the
Syndicate of the University;
(b) Generally communicate the official letters of
the University;
(c) Act as Secretary to the Syndicate and the
Academic Council;
(d) Properly maintain all confidential documents
placed under my custody by the vice-chancellor; and
(e) Perform such other duties as may be specified by
the vice-chancellor, the Syndicate and the Academic
Council. The Registrar works under the direct
supervision of the vice-chancellor and is in charge
of the following Sections and Departments:
a) Academic Section,
b) Establishment, Personnel and Training Section,
c) Accounts Section,
d) Medical Section,
e) Engineering Section,
f) Farm Division,
g) The Library,
h) The Estates,
i) The Security and the
j) Council Section.
The present strength of BSMRAU is 444 people
(Teachers, Officers and Class III and Class IV
employees) excluding some 100 master roll employees
as farm laborers. Currently BSMRAU enrolls about 500
MS and Ph.D. students. The academic and general
administration of the BSMRAU employees is vested on
the Registrar which includes, besides supervising
the staff, making all arrangements for the conduct
of University examinations, maintain students
registers and files, issue transcripts, certificates
and other works relevant thereto; thereby
encouraging and supporting the professional growth
of the student and staff.
05. IPSA/BSMRAU having been a JICA/USAID priority
project, its overall management requires, as it has
been continually for years, extensive work with
cross cultural participants from both developing and
developed countries. It has exchange programs and
Memorandum of Understandings with the Oregon State
University (USA), the Jomo Kenyatta University of
Agriculture (Kenya); Dhaka University; Bangladesh
Agricultural University, Mymensingh; Bangladesh
Agricultural Research Institute (BARI), Joydebpur,
Gazipur; International Rice Research Institute (IRRI),
Philippines, Bangladesh Rice Research Institute (BRRI),
Joydebpur, Gazipur; Kyushu University, Fukuoka,
Japan; Rangpur Dinajpur Rural Development Society (RDRS),
etc. |
